Introduction

As participants in the governance system, citizens have rights, and it must be ensured that these rights are defined and guaranteed. Actions contrary to this must be prevented, and responsible protection of civil rights must be implemented. Citizens also have a duty to fulfill certain obligations and responsibilities toward society and the nation. These can be briefly referred to as civic duties. Voluntarily upholding them is the duty of a good citizen.

Article 51A of the Indian Constitution (1976)

• Abide by the Constitution and respect its ideals, institutions, the National Flag, and the National Anthem, and cherish the noble ideals that inspired our national struggle for freedom.

• Safeguard, maintain, and protect public property, and abjure violence.

• Value and preserve the rich heritage of our composite culture and history.

• Protect and improve the natural environment, including forests, lakes, rivers, and wildlife, and maintain ecological balance.

• Renounce practices derogatory to the dignity of women and protect and uphold their status and dignity.

• Develop a scientific temper, humanism, and the spirit of inquiry and reform while opposing superstitions and evil social practices.

• Uphold and protect the sovereignty, unity, and integrity of India, and promote harmony and the spirit of common brotherhood among all people.

Panchayati Raj Act (1994, 1999)

The Panchayati Raj Act of 1994 defines the duties and responsibilities of citizens residing in a Grama Panchayat area. As a citizen of a Panchayat, every individual residing in the Grama Panchayat area is obligated to discharge the following responsibilities:

• Attend the Grama Sabha and participate directly in the local governance process.

• Prevent tax evasion and ensure own revenue generation by paying taxes promptly.

• Assist the Panchayat in development activities, resource mobilization, and voluntary labor.

• Actively participate in the planning, execution, and evaluation processes.

• Avoid causing public nuisance, disruption to public life, or dumping waste in public places.

• Cooperate with the Panchayat in activities related to sanitation, disease prevention, nutrition distribution, literacy, and legal awareness.

• Help make the social audit process effective and meaningful.

• Engage in activities that foster social harmony and participatory development while standing against fundamentalism and sectarianism.

• Maintain lawful vigilance against corruption and maladministration.

• Cooperate in preserving natural resources and public transport systems, ensuring they are not misused.

• Promote habits of frugality and avoid extravagance.

• Unite against social evils such as alcoholism, drug abuse, dowry, violence against women, child labor, and atrocities against backward communities.

• Participate in environmental awareness and ensure ecological balance.

• Cooperate in the accurate collection, compilation, and aggregation of statistical data.

• Assist in protecting and supporting victims of natural disasters.

• Foster habits of cooperation and savings.

• Surrender land for development purposes and refrain from illegally encroaching upon public land.

• Organize neighborhood groups (Ayalkkoottam) and self-help groups.

• Refrain from spitting, open defecation or urination, consuming alcohol, or smoking in public places and roads.

• Refrain from slaughtering animals openly in public places.

• Ensure timely and necessary vaccinations for pets, domestic animals, and birds.

• Comply with laws, rules, and regulations while maintaining gender equality and justice.
